The Contract Manager shall have extensive experience in managing and staffing local, state and federal contracts in healthcare settings. This experience should include, but not be limited to, contracts affiliated with the Department of Health and Human Services, the Department of Defense, or the Defense Health Agency. The Contract Manager should have a proven track record of success in line management of Clinical Operations staff. This experience should include administrative, budgetary, resource, and performance management in a federal setting.

PRINCIPLE RESPONSIBILITIES AND DUTIES

  • Execute all facets of contract management for Clinical Healthcare Services contracts (i.e., cost, schedule, reporting, engagement etc.).
  • Provide oversight of all Clinical Healthcare Services contract tasks and projects. This includes monitoring contract progress towards corporate and project-related objectives and tracking performance and contract-related financial goals such as burn rates and utilization to ensure revenue maximization.
  • Ensures that all programmatic activities follow contract requirements and procedures.
  • Ensures that site activities follow company policy and procedures, plans, and budget directives.
  • Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in a cost-effective manner.
  • Serves as primary interface with the customer regarding functional areas of responsibility.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Engage key customer stakeholders (GTM, COR, CO) to ensure that the expectations of the Project Operations Team are being met or exceeded.
  • Participate in strategic planning, policy development, and problem resolution of complex issues and needs.
  • Development and Management of Quality Assurance Surveillance Plans (QASP).
  • Implementation, optimization, maintenance, and compliance of national Government RFPs and RFQs.
  • FAR compliance, and contract pricing audits.
  • Generate required Government and internal reports.
  • Demonstrate ability to work with multiple internal stakeholders (Sales, Recruitment, marketing, finance, accounts receivables).
  • Develops and fosters key customer relationships for targeted opportunities.
  • Responsible for tracking performance to ensure high customer satisfaction.
  • Other duties as assigned.

REQUIRED JOB QUALIFICATIONS

  • BA/BS degree in Business/Contract Administration or related field
  • Familiarity with the FAR and other appropriate government regulations, and Government data required.
  • Must demonstrate strategic and critical thinking, advanced mathematics skills, advanced Excel skills, excellent communication skills (grammar/writing, public speaking, and telephone), and good organizational skills. Must demonstrate tact, diplomacy, discretion, and judgment.
  • Must be able to work independently and only require guidance in complex situations.
  • Minimum of 3 years’ experience in program management
  • Minimum of 3 years’ experience in government contractual services
  • Excellent verbal and written communication skills
  • Professional business communication skills
  • Strong interpersonal skills and adept at employee relations including conflict resolution
  • Client focused, customer service disposition
  • Demonstrated ability to prioritize multiple projects simultaneously and exercise confidentiality
  • Highly organized and self-motivated
  • Demonstrated commitment to working with a diverse staff
  • Proficient in all MS Office programs
  • Preferred Certified Program Management Professional (PMP), Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM).
